Kirtland CU Board Nominations Announced

The Nominating Committee has selected nominees to fill two vacancies* on Kirtland CU’s Board of Directors. A mail ballot will not be sent unless more nominations are filed by petition. Standard petition forms will be provided by Kirtland CU and are available from Andrea Watson, Executive Assistant by e-mail, or calling Kirtland CU at (505) 254-4369. Nominations will be accepted until January 19, 2022. To qualify, nominees must:

  • Sign a statement that he/she is willing to serve, if elected, and provide a brief summary of qualifications and biographical data.
  • Receive the signatures of at least 1% of Kirtland FCU’s membership (those 16 years of age or older) by petition.
  • Be at least 18 years old.
  • Be a member in good standing with Kirtland FCU with at least one share ($5) on deposit at Kirtland FCU.

Nominations from the floor at the Annual Meeting on Tuesday, February 28, 2023, will not be entertained. Results will be announced at the Annual Meeting.

*In accordance with Kirtland FCU by-laws, candidate information is presented in alphabetical order.

Terry A. Franks

Incumbent? Yes

Nomination: Nominating Committee

Volunteer Experience: Mr. Franks has served on the Kirtland CU Board for a year and was the Chairman of the Supervisory Committee for eight years. He has served on the Folds of Honor team and the NM Ethics in Business Awards Program.  Was the Chairman of the American Society of Military Comptrollers / Rio Grande Chapter.

Formal Education: He holds a B.S., Nuclear/Mechanical Engineering, University of Wyoming; M.S., R&D and Systems Management, Univ Southern Calif and is a graduate of USAF Navigation School and USAF Electronic Warfare School.

Current Employment: He is currently the Deputy Division Chief and Chief Engineer for the Mission Planning and Support Division, Directed Energy (DE) Directorate, Air Force Research Laboratory. He leads wargaming and simulation of DE concepts and provides strategic planning for all future DE programs.

Past Employment: Mr. Franks has been the Chief of Staff of the Directed Energy Directorate; served six years in Europe as military assistant to NATO for Science and Technology (S&T) and as the Special Advisor to the US NATO Ambassador.  Post military retirement, he was an Advisor for DE with the NM Institute of Mining and Technology.

He holds the Defense Meritorious Service Medal, three USAF Meritorious Service Medals, and three Joint Service Commendation Medals.

Lyn Kirkwood

Incumbent? Yes

Nomination: Nominating Committee

Volunteer Experience: Kirtland Credit Union (KCU) – 6 years on Supervisory Committee; 8 years on Board of Directors (BOD), Treasurer and Vice Chair; ALCO/Investment Committee and Technology Governance Co-Chair. KCU Women of Influence and recognized as the 2022 Credit Union National Association Rock Star. Past BOD, NM Veterans Memorial Foundation: NM Chapter, Folds of Honor; BOD Team Kirtland Home Away for Home: NM Ethics in Business; NM Bowl; AIBF Scoring Official; BOD Good Shephard Center; and St. Jude CDA. 

Formal Education: BA in Business Administration.  National Association of Federally Insured Credit Unions Certified Volunteer Expert Certification.  Certifications in Program Management, Earned Value, Business, Cost Estimating, Financial Management, Laboratory Acquisition Management, Fiscal and Appropriations Law, and Systems Acquisition Management.

Current Employment: Retired Civil Service.

Past Employment: 30-year career with AF DoD, culminating at AFRL/DE Directorate as Financial Program Management Analyst and as Chief, Human Resources. Also, Airborne Laser System Program Office as Financial Analyst. Recipient of National Leadership Award from American society of Military Comptrollers; AF Achievement Medal; and Medal of Outstanding Civilian Service to the Department of the AF. Awarded Space Command Level Civilian of the Year and Numerous  awards as KAFB civilian of the Quarter/Year.
