2026 Kirtland CU Board Nominations Announced

The Nominating Committee has selected nominees to fill two vacancies* on Kirtland CU’s Board of Directors. A mail ballot will not be sent unless more nominations are filed by petition. Standard petition forms will be provided by Kirtland CU and are available from Andrea Watson, Executive Assistant by e-mail, or calling Kirtland CU at (505) 254-4369. Nominations will be accepted until February 20, 2026. To qualify, nominees must:

  • Sign a statement that he/she is willing to serve, if elected, and provide a brief summary of qualifications and biographical data.
  • Receive the signatures of at least 1% of Kirtland CU’s membership by petition.
  • Be at least 18 years old.
  • Be a member in good standing with Kirtland CU with at least one share ($5) on deposit at Kirtland CU.

Nominations from the floor at the Annual Meeting on Tuesday, March 31, 2026, will not be entertained. Results will be announced at the Annual Meeting.

*In accordance with Kirtland CU by-laws, candidate information is presented in alphabetical order.

Terry A. Franks

Incumbent? Yes

Nomination: Nominating Committee

Volunteer Experience: Mr. Franks has served on the Kirtland CU Board for five years and was the Chairman of the Supervisory Committee for eight years. He has served on the Folds of Honor team and the NM Ethics in Business Awards Program, and he was the Chairman of the American Society of Military Comptrollers / Rio Grande Chapter.

Formal Education: He holds a B.S., Nuclear/Mechanical Engineering, University of Wyoming; M.S., R&D and Systems Management, University of Southern California, and is a graduate of USAF Navigation School (rates Navigator) and USAF Electronic Warfare School (combat EW Officer). He is also a graduate of both Air Force Air Command & Staff College and Air War College.

Current Employment: Retired.

Past Employment: Mr. Franks has held a number of positions within the Air Force, including being Chief of Staff of the Directed Energy Directorate; served five years in Europe as military assistant to NATO for Science and Technology (S&T) and followed on as the Attache on S&T for the US NATO Ambassador; was a rated electronic warfare officer on B-52G aircraft; was the Division Chief, Student Operations at AF Air Command and Staff College; spent two years in-country as the AF engineering and technical advisor to South Korean AF for acquisitions; was Division Chief of the High Energy Sources Division in Phillips Research Lab; and was the Acting Comptroller for the DE Directorate. He has held senior leadership positions in most of the divisions in the DE Directorate for the past 21 years. Post-military retirement, he was an Advisor for DE with the NM Institute of Mining and Technology in Socorro, NM.

Lyn Kirkwood

Incumbent? Yes

Nomination: Nominating Committee

Volunteer Experience: Kirtland Credit Union – 6 years on the Supervisory Committee; 13 years on the Board of Directors serving as Treasurer and previously as Vice Chair. Member of the Asset/Liability Management Committee and member of the Technology Governance Committee. KCU Woman of Influence and the 2022 Credit Union National Association Rock Star. Other volunteer experience:  NM Veterans Memorial Foundation; NM Chapter, Folds of Honor; Team Kirtland Home Away from Home; NM Ethics in Business; NM Bowl; AIBF Safety Official; Good Shephard Center; and St Jude Catholic Daughters of the Americas.

Formal Education: BA in Business Administration. National Association of Federally Insured Credit Unions Certified Volunteer Expert Certification. Certifications in Program Management, Earned Value, Business, Cost Estimating, Financial Management, Laboratory Acquisition Management, Fiscal and Appropriations Law, and Systems Acquisition Management.

Current Employment: Retired Civil Service.

Past Employment: Retired after 30-year career with the Department of Defense and Air Force. AFRL Directed Energy Financial Program/Management Analyst and Chief, Human Resources; and Airborne Laser System Program Office Financial Analyst. Recipient of numerous awards including National Leadership Award from the American Society of Military Comptrollers; the AF Achievement Medal; and Medal for Outstanding Civilian Service to the AF. Recognized as Space Command Civilian of the Year and numerous awards as KAFB Civilian of the Quarter and Year.
